BASKETBALL

1600. GIRLS MODIFICATION

The National Federation Basketball Rules shall be modified for girls' basketball as follows:

A. Utilization of 30-second shot clock.

B. No 10-second rule in backcourt.

C. Utilization of 5 second count for holding the ball only.

1601. BOYS MODIFICATION

The National Federation Basketball Rules shall be modified for boys' basketball as follows:

A. Utilization of a 35-second shot clock.

1602. UNIFORMS

The National Federation boys and girls uniform rules shall be waived to allow for the wearing of a shirt with diagonal or tailed lettering at the non-varsity level.

1603. THREE-PERSON OFFICIATING

Three-person officiating teams may be used at all games in every round of the state basketball tournament. ( Approved October 2000 Federated Council).

1604. OFFICIAL NATIONAL FEDERATION AUTHENTICATION MARK

Only balls with the National Federation authentication mark shall be used in the sports of baseball, basketball, field hockey, football, lacrosse, soccer, softball, volleyball and water polo. (Approved February 1999 Federated Council; revised to include lacrosse November 2000 Federated Council).

1605. COACHES' BOX

A fourteen-foot coaches' box will be implemented beginning the 2001-2002 season (Adopted May 2007 Federated Council).

I. CIF STATE BASKETBALL REGULATIONS

STATE CHAMPIONSHIP DIVISION PLACEMENT OF SCHOOLS

Each Section participating in the NorCal Regional Championship will determine the divisional placement for its schools who qualify for the basketball Championships. CIF member schools will be required to participate in the division that has been established by their respective Section, unless the school is selected for the State Open Division. Sections may use their own established criteria to determine placement of teams in the six (6) divisions based on the following guidelines:

Open Division Selected from any of the Divisions below

Division II As determined by Section

Division III As determined by Section

Division IV As determined by Section

Division V As determined by Section, but enrollment may not exceed 600

Division VI As determined by Section, but enrollment may not exceed 200

The SoCal Regional Seeding Committee will determine the divisional placement of the Section entries for the SoCal Regional basketball Championships.

NOTE: The State Championship will include Divisions I-V above and an Open Division. Division VI Regional Championship will be in NorCal only.

SECTIONS

Sections with less than eight (8) schools in a division shall be limited to one (1) entry in that division. This applies to both team and individual sports.

Note: Schools will be required to participate in the division that has been established by their respective CIF Section. Exception: In CIF Sections with fewer than 30 schools, the CIF Section may follow the specified procedures in this provision, or the Section may allow all of their schools to compete in Division I.

D. REGIONAL ENTRY AND SEEDING INFORMATION

(1) NORTHERN CALIFORNIA REGIONAL

The Central Coast Section (CCS), North Coast Section (NCS), Northern Section (NS), Oakland Section (OS), Sac-Joaquin Section (SJS), and San Francisco Section (SFS) will participate in the CIF Northern California Regional Tournament. The numbers of eligible team entries are listed below:

**San Francisco will have two automatic berths and their entries will be placed into their respective enrollment division.

(2) SOUTHERN CALIFORNIA REGIONAL

The San Diego Section (SDS), Los Angeles Section (LAS), Southern Section (SS) and the Central Section (CS) will participate in the CIF Southern California Regional. The numbers of eligible team entries are listed below:

(3) OPEN DIVISION

There will be four regional Open Division brackets. Each regional Open Division bracket will have a maximum of eight (8) teams, but could have less if the tournament committee feels that there are not eight qualified teams. The tournament committee will select the teams for the Open Division before they seed the five (5) divisions of the State Tournament. Teams selected by the committee for the Open Division will compete in the Open Division ONLY and cannot opt out.

*Pending the outcome of the vote at the October 2015 Federated Council Meeting on the proposed “Two-Year Pilot Program – So. California Tournament Entries” the Bylaw above could change. Please view the most current CIF Bylaws via the www.cifstate.org website.

E. QUALIFYING TO CIF STATE/REGIONAL CHAMPIONSHIPS

Teams must compete, and qualify through, their respective CIF Section Championships to participate in CIF State/Regional Championships.

The regional seeding meetings will take place on Sunday, March 6, 2016. The seeding committee shall be composed of the Section commissioners or their designees and the regional tournament director who will chair the meeting. Competition among the teams in each gender will be held in one Open Division and five (5) enrollment divisions previously determined by the CIF’s divisional classification system. Tournament brackets will range from 8 to 16 team brackets (unless outbracket games are required) depending on the number of entries forwarded by each CIF Section. The seeding committee will take all reasonable action to ensure that section champions receive a home game in the first round; however the integrity of the tournament will take precedent.
